 An accomplished leader with over 40 years of experience accelerating corporate success. Specialize in technology development, manufacturing, acquisitions, new business start-ups, and program & contract management in programs involving U.S. & foreign Governments, commercial entities and universities. A retired Navy Captain and former Government Contracting Officer with an undergraduate degree in Political Science-International Politics, a Graduate Degree in Government Contract Law and U.S. Government certifications in Acquisition/Contract Management and Program Management. A graduate of The Citadel in 1978, Jack was immediately commissioned as a Naval Officer, retiring from the Navy after 20 years of service to our Country. A Department of Veteran Affairs verified Service-Disabled Veteran, Jack has held former positions as Executive Vice President of Dynamic Technology Systems, Inc. and President and Chief Operating Officer of The Dalton Gang, Inc., as well as Corporate Officer positions on several Small and Service-Disabled Joint Venture Companies.  

 A retired Service-Disabled Veteran of the United States Air Force. A Special Operations Combat Controller who served in Operation Enduring Freedom (Afghanistan), Operation Desert Shield / Desert Storm (Iraq) and other areas of conflict. Has intensive portfolio in Project Management, and Business Development to meet clients Goals and Objectives. Helped stand up DHS in 2003. Implemented policy, regulations, and implementation of the new department at DHS headquarters Washington, DC. An experienced executive leader with more than 30 years of organizational and institutional change leadership involvement, as a Department of Homeland Security (DHS) Director (GS15/SES), business executive. As Director of Incident Management under the Office of the Director of the Operational Integration Staff, DHS, Ed facilitated the development and implementation of the Secretary of Homeland Security’s Playbooks for Incident Management. This implemented Congressionally mandated sections of the 2002 Homeland Security Act along with Homeland Security Presidential Directive Five (HSPD-5).
